Irrigation

Out of 17,028 hectares of potentially irrigable area in the province, less than half, i.e. 45.64% or 7,772 hectares, are actually irrigated. This leaves 9,256 hectares for development. Serving these 7,772 hectares of farm land are 91 Communal Irrgation Systems (CIS) built by the government and the private sector. According to distribution and service area, the 91 CIS are broken down as follows: Congressional District Number of CIS Service Area

National Irrigation Authority (NIA)

As the main state entity in charge of irrigation works, the NIA has constructed and made operational a total of 36 CIS with a total service area of 5,611 hectares. Of this number, nine (9) are located in the first congressional district with a service area of 1,375 hectares, eight (8) in the second congressional district with a service area of 1,290 hectares, and 19 in the third congressional district with a service area of 2,946 hectares.

Under its Five-year Updated Irrigation Development Plan (CY 2001-2005), the NIA Negros Oriental Irrigation Office aims to develop an additional 8,785 hectares. It has identified 14 Communal Irrigation Projects (CIP) in the first congressional district that would serve 1,162 hectares. For the second congressional district, the NIA has identified eight (8) CIP’s, one (1) National Irrigation Project (NIP) and two (2) Small Water Impounding Projects (SWIP) with a total target area of about 4,390 hectares. And for the third congressional district, it plans to build 23 CIP’s, two (2) NIP’s and three (3) SWIPs with a combined service area of about 3,233 hectares.

Other Government Agencies

Other agencies that have built irrigation systems include the Department of Agriculture (DA), the Department of Public Works and Highways (DPWH), the PACD, the FSDC. They have constructed a total of 44 CIS with a combined service area of 1,851 hectares. Of this number, 16 CIS are in the first congressional district with a service area of 1,155 hectares, seven (7) CIS in the second congressional district with a service area of 211 hectares, and 21 CIS in the third congressional district with a service area of 484 hectares.

The private sector also contributed in the construction of 11 communal irrigation systems, with a total service area of 310 hectares. Three CIS with a service area of 110 hectares are located in the first congressional district. Two are found in the second congressional district, with a service area of 70 hectares. Six are in the third congressional district, with a service area of 130 hectares.
